Are angle grinders considered Class I tools?

According to the Product Quality Law of the People's Republic of China, Class I tools are those that pose a direct hazard to the user during use. Based on this definition, angle grinders cannot be considered Class I tools because they can only cause harm if operated improperly and do not pose a direct hazard under normal use.
